3G iPhone network question?

I would love to get the new 3G iPhone when it comes out, but I might have a problem. I don't live in an area that is covered by the 3G network… would I still be able to use the iPhone if I'm not in the network area? Can it work off the AT&T network and just run slower or would buying one be a lost cause?
If it helps the areas surrounding me have the 3G network. I live in Lancaster, PA and it's available in Harrisburg, Philadelphia and Reading.
