Can iPhone work without service??

I want to buy an iphone to use for wi-fi, pictures, music ect, I dont need to have the phone service, I was wondering if this works. I have verizon and if its possible to have iPhone on verizon then thatd be great too. Please only answer if you have a personal experience or no for sure becasue there seems to be a huge variety of answers.

PS I'd buy if off of Craigslist or ebay or something, if anyone has an iphone theyre selling then please let me know!
