can you see Internet videos like a regular computer on you psp?

lets say im on the iternet on my psp i and then i go to youtube can i watch the videos?or do i need some kind of program

ps. one time i wanted to see youtube videos on my psp and i couldn't i dont know if it was the internet conection or my psp.
