How many accounts on Xbox Live? (Quick answer kinda needed)

I recently bought X-box Live and my brother installed it on his account.
(We have three accounts) But my problem is that none of my data is on his account (Created Characters, Special weapons, etc etc…) is it possible to get X-box Live on my account with out paying the fee again?
Any help is much appreciated. By the way, if it’s possible to copy some of my data to his file work work awesome as well. Here’s some info that might help my question: we use the Hard drive thing to store our data. We are on the same X-box 360. All three of the accounts are in the same hard drive. Oh, also, I tried just signing up my account on x-box live but it says I have to pay.
