I know you have to get a trophy in both the Flower and Mushroom Cups……but do you have to restart the game or anything??? Also, if you unlock it with a particular Mii's License, do you have to play with that Mii for the unlocked coarses or does it work with all?

Yes, and to unlock it, you just need to get a gold trophy in the first two cups.

If its 150cc, you have to get 1st place. You do not have to reset. The profiles are all separate. You have to unlock it on the others in order to play on them.

To unlock the star cup, you need to get 1st, 2nd, or 3rd in the mushroom and flower cups.
