Halo 3 multiplayer online is only readily avaliable for the 360 and xbox live which i used to connect to halo 3 online cost money to activate and is a monthly fee.
Although you could get halo 2 since many people still play that for the reg xbox but you will still have to buy Xbox live.
xbox live is monthly. you can get a full year for 50 bucks.
Halo is a very fun game… you can play Halo 2 online, with the regular xbox. it is plenty fun, and if that is the only game that you want to play, save money and buy an xbox instead of the xbox 360. Halo 3 can only be played on xbox 360.
xbox live is not free though, when you buy a NEW xbox 360 game, or some products, they may give you a card with a 1 or 3 month trial on it.. otherwise, you have to pay monthly.
And as to your question about xbox live, yes you have to pay monthly. You can buy other peoples free cards that come with games and stuff here for a slight discount:

For the best Halo experience, get an xbox 360. I think you will grow to love it beyond just halo. You can get one for under a hundred bucks:

You can also find Halo 2 (I assume you were talking about 2) for udner ten bucks:
