No. Currently the iPhone does not provide any controls to block any web pages. Another down side is that the browser does not allow for you to scroll through the history to see what sites were visited. At best, you have to monitor the sites that are visited as they are being visited. You can password protect the phone to prevent any young children from simply using the phone to surf the web, which is probably your best bet.
